REQUEST FOR PROPOSAL FOR AUDIT SERVICES

 The Malaysian AIDS Council (MAC) is an umbrella organisation that coordinates the efforts of non-governmental and community-based organisations in advancing the national AIDS response, working in close partnership with government agencies, the private sector and international organisations. In addition to providing nationwide coverage of HIV prevention, treatment, care and support services, MAC and its Partner Organisations serve as the common voice to protect the rights of people living with HIV and other key populations affected by the epidemic.

Beginning 2011, MAC has entered into a partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) to implement a nationwide community-based HIV health programme with its Partner Organisations. Upon completion of phase 2 of the programme as at 30 June 2016, MAC and GFATM signed an agreement to implement “Case Management Program” effective 1 July 2016 until 31 Dec 2018.

Auditors registered with the Malaysian Institute of Accountants are invited to submit proposals for:

  • Annual Statutory Audit for MAC period ending 31 Dec 2017;
  • Annual Program audit for the grant period beginning 1 July 2016 until 31 Dec 2017.

Please email [email protected] and [email protected] to request for Terms of Reference for External Audit of Global Fund supported programs, copy of latest Global Fund Management Unit Financial Statement and Audited Financial Statement of MAC.

The auditor’s engagement partner responsible for the audit must have at least 7 years experience providing audit services to international development agencies or large non-profit organizations or health sector organizations. It must have operational capacity to manage the audit assignment.

Proposals will be evaluated based on expertise, experience, capacity and price.

Closing date for submission of proposals is 5.00pm 23 June 2017 to be submitted strictly in sealed envelope marked “AUDIT SERVICE”.
