Call for Expression of Interest
Representation of Non-governmental Constituencies on the Country Coordination Mechanism (CCM) in Malaysia for the Global Fund to fight AIDS, Tuberculosis and Malaria.
The Malaysia Country Coordinating Mechanism (CCM) of the Global Fund (GF) is calling for Expression of Interest (EOI) from the following non-governmental constituencies for the Malaysia CCM for the period of 2016-2018 (each constituency consists of one representative, one alternate member).
- Non-governmental Organisations (NGOs)/Civil Society Organisations (CBOs)/Faith-based Organisations (FBOs)
- People Who Use Drugs (PWUD)
- Sex Workers (SW)
- Transgender (TG)
- Men who have Sex with Men (MSM)
- People living with HIV (PLHIV) — Men
- People living with HIV (PLHIV) — Women
- Youth (under 26 years old)
Roles of the CCM are to:
- develop & submit proposals on behalf of the country to the Global Fund;
- select the Principal Recipient for the implement of funded projects;
- provide oversight over funded projects according to the goals and expected outcomes/outputs agreed with the Global Fund;
- provide strategic advice and technical support to improve grant performance.
The Malaysia CCM operates under the Constitution endorsed by the Malaysia CCM and has provision for the establishment of an Executive Committee, Oversight Committee, and various specialist task groups as the need arises. The CCM oversees a Global Fund Grant for HIV that is aligned to the Malaysia’s National Strategic Plan on Ending AIDS 2016-2030.
Responsibilities
- Regularly conduct two-way communications between CCM and the constituency
- Commit to represent the community’s feedback on the quality of services being funded by the Global Fund Grant and inform the community about CCM decisions relevant to the community
- Have time to attend meetings, and share and receive information from its constituents
- NGOs/CSOs/corporate sector/individuals actively involved with HIV are encouraged to participate
Process
The CCM mandated the Malaysian AIDS Council (MAC) to coordinate a pre-election briefing for the non-government constituencies on 21 January 2016, to have a better understanding of CCM and define their own criteria and procedures of the CCM election.
The following are the defined criteria and process developed by each constituency.
