KUALA LUMPUR DECLARATION ON THE ASEAN DRUG-FREE TARGET
A Southeast Asian Civil Society Joint Declaration
Launched at the International Harm Reduction Conference
Kuala Lumpur, Malaysia
21st October 2015
On 21st October 2015, civil society organisations from all across ASEAN convened at a side event to launch the Kuala Lumpur Civil Society Joint Declaration on the ASEAN Drug-Free Target. Twelve (12) CSOs including the Malaysian AIDS Council, Rumah Cemara from Indonesia, KHANA from Cambodia, the Asian Network of People Who Use Drugs, and NoBox Transitions Foundation, Inc, from Philippines, jointly drafted and endorsed this Declaration, calling upon ASEAN to redraft its drugs strategy based on several objectives, including: Addressing drug use and dependence as a public health and social issue through national health systems and structures, facilitating diversion of people who use and are dependent on drugs out of the criminal justice system and into appropriate treatment facilities and support programs, including harm reduction, and immediately transitioning from compulsory drug dependence treatment centres to voluntary outpatient treatment, and increasing involvement of and collaboration in earnest with civil society.
The Declaration also launches the CSO Coalition on the ASEAN Drugs Strategy, to provide technical input and support to ASEAN on its Drugs Strategy. A living document, this Declaration will continue to be updated as more organisations sign-on.
