Background
Malaysia has a concentrated epidemic among most at-risk populations (MARPs). Preliminary results from the 2012 integrated biological and behavioural surveillance (IBBS) show that HIV prevalence among people who inject drugs (PWIDs) is 18.9%; 4.2% among female sex workers (FSWs); 5.7% among transgender sex workers (TGSWs); and 12.6 % among men who have sex with men (MSMs). During the Mid-term Review of the National Strategic Plan (NSP) on HIV and AIDS in May 2013, the stakeholders recognised the increasing rate of sexual transmission, especially among MSM and women in general, and the need to address the changing patterns of HIV epidemic in the country.
The main objectives of the Global Fund Malaysia Round 10 Grant are to increase coverage of services among PWIDs and sex workers as well as to start a new activity in Implementation Period 2 (January 2014—June 2016) targeting MSM. The activity includes mapping of available services and gaps for MSM through operational research, which was recently completed in May 2014, and roll-out of a pilot HIV prevention services among MSM, starting October 2014 to June 2016. The goal of the pilot prevention project is to improve the prevention services among MSM via pilot entry points and introduce a comprehensive package of services. MAC, the Principal Recipient of the Global Fund Grant, received additional funding of 574,000 USD for the pilot intervention project.
Funding Priorities
This request for proposal (RFP) solicits proposals for innovative community-led projects relevant to reducing the impact of HIV/AIDS among MSMs in Malaysia. Based on the Operational Research* to investigate the barriers and facilitators to accessing HIV prevention and healthcare services completed in May 2014, and the key recommendations provided during the MSM Strategy Workshop on 9 June 2014, the following are the prioritization of services, gaps identified, and detailed concept:

Priority will be given to proposals that reflect innovative approaches, helping to create a set of evidence-based models of interventions to reduce the spread and impact of HIV/AIDS among MSM. Since Global Fund’s investment is relatively modest, the focus should be on demonstrating feasibility of addressing service gaps. The proposal is not required to maximize the number of cases reached. However, we would like for proposers to work within the following M&E Framework:
Review Process
Proposals received under this RFP will be evaluated by MAC’s Technical Review Panel, comprised of technical partners, researchers, and community experts who have relevant expertise in project implementation, and MAC’s Global Fund senior management team.
Eligibility and Qualifications
1. Technical approach (50%)
Proposal clearly states the strategic approach, including communication strategy, and describes the approach to providing the services described in the statement of work.
The proposal should provide details related to what they consider necessary to fully implement the proposed approach or method. The proposal should reflect a clear understanding of the nature of the work being undertaken and the environment in which the work must be performed.
2. Qualifications and Experience of proposed Key Personnel (10%)
Proposal includes the qualifications of the proposed key personnel who will be responsible for delivering the services. Suggested personnel should have the necessary education, technical knowledge and experience to undertake services as described in the solicitation.
CVs of: a) Programme Manager, b) Senior Administrative Officer (day-to-day contact). Each resume may not exceed 3 pages in length and shall be in chronological order starting with the most recent experience and summarizing the relevant experience and qualifications.
3. Past performance (10%)
Past performance of supplier in delivering similar services as required in this solicitation.
Two (2) to three (3) recent contracts executed within the last five years which are similar in nature to the technical requirements of the solicitation. The proposal includes place, period of performance and description of work.
4. Financial Performance and Budget (30%)
Proposal includes a budget that is appropriate, complete, and sufficiently justified. It should also reflect good financial record and stability.
